    To deal with the issues of our nation, a plan is established, first a written language is established, a system of 27 letters comonly written on striped bark and leaves. Second many cats are trained to act as messengers, carying messages on collars, they go from village to village delivering messages. Third large villages are fortified with large wooden walls and smaller villages are evacuated and residents are moved to the larger villages.
