    You see, when I created my RAM, I had a very specific purpose for it - it must be accessible by processor and videochip since they would share the same memory space. As I can't copy Commodore design, where they alternate access between cycles (it's slow), I made the RAM dual-band.

    OK, what channel do you want to be output as FILT? Also, there is a slight problem with your RAM. You have four heads that can move vertically, but they can access only one vertical line at once, so there's no need to have a box of FILT - it should be just one line.
