I think Russia wants to control the flow of information and resources as much as Ukraine and the west does. By taking the civic centers they know they'll have exactly that, along with freedom to begin installing key figures into government posts. The Ukrainians are fighting for their homes and their future as a nation, the footage coming out of some of the cities shows alot of indiscriminate damage. Places of questionable strategic importance.

"...hold strategic positions in the cities in case of attack..." this is a core of information war, all think that Russia wants to take cities, drive the inhabitants into slavery etc. When Russian army avoid or just go through cities without Ukrain army. Large cities are surrounded and humanitarian corridors are provided, after which the waiting begins. After some waiting special groups enter city to remove these danger positions. And after the cleanup, humanitarian aid is delivered.

Can't say I've seen anything like that on the videos I've seen coming out,in the majority of the videos of abandoned equipment I've seen they have been clearly marked with army groups letters. The Ukrainians need too hold strategic positions in the cities in case of attack its ludicrous to expect the cities to be abandoned. They have and are trying to evacuate those but it's a huge job that has had many set backs from overcrowding, Russian attacks and countries unwilling to accept refugees

About protecting: there were a lot of good protected positions around cities, but as I can see, internet filled with photos with abandoned Ukranian vehicles right on the roads, with ammo, fuel and such. And why they doesn't evacute people from near houses?
