You can dissolve liquids in other liquids, and in water water is dissolved in water, in fact with 100% concentration, thus, I suggest that water may indeed be wet
Elements RE: Earth is made of multiple elements: Silicon, Aluminium ,Iron, Calcium, Sodium, Magnesium, Potassium,... and there are no one element that can make up the soil your house is on right now.
All of the basic elements are not elemental: Air is made of Nitrogen, Oxygen, CO2 and many other gasses; Fire requires fuel, oxidizer, heat (above the flash point)[also, oxygen isn't a fuel like how TPT works]
People commonly say "water is wet" because of both the fact that water is always touching something else that isn't water, and because the sensation and experience of touching water is wettness.
