    I wonder what layering would be like in a voxel version of the game. Would it just be two voxels being simulated at the same coordinates?

    "Layering" is already at the forefront of subframe technology, whereby entire cores have been fit into single rows. As for general 3D construction of elements, there would be performance concerns for the number of elements in a volume and their 3D rendering, and there are already plenty of voxel games out there. Traditional "3D electronics" is likewise already the subject of Minecraft Redstone computing.
