According to the Wikipedia page dedicated to the flag of Russia, the current flag has 3 colored bands of the same size with the flag having a size ratio of 2:3. The color shades are as follow: white is 255 255 255, blue is 0 50 160 and red is 218 41 28.

the blue on the russian flag is probably too thick by 1-2 pixels +1 anyways
