Uses snow as a moderator in the core (water is unreliable). Plut reactivity is pressure dependent which is the main mechanism used here. If you have any questions please comment! I would love to see this improved.

    You could in theory use the cycling plutonium itself as the loop-1 coolant instead of CO2, and make something to a molten-salt reactor. That'd make the save even better.
