  In legal and technical drafting, a clause protecting a system from "failure" requires that system to actually exist and be at risk of failing. If you are in deep space on a self contained magic generator, there is no terrestrial electrical grid to protect from collapsing. By making "electrical grid failure" a strict safety condition of the wish, the warehouse must be actively plugged into a real, external, human engineered municipal power grid which only exists on Earth.

  already exists. It was built under standard building codes, wired by normal electricians, and is currently sitting on Earth. It has whatever outlets it currently has right now. The Paw cannot retroactively rewrite the physical blueprint of a building you already possess to sneak international adapters and a private nuclear micro grid inside it just to justify leaving it in space
