    my previous point was about you sending spies to steal stuff about espionage, not the tea and cheese.

    Unfortunately, our (okanzian) spies are trained in counter-espionage, (to avoid being discovered by Aeoeians in the thing) and find out about the cheese and tea theft, and turn in the spies to the Aeoeian government where they will be kept in maximum security prisons. No word will come out about them, but the Aeoeian government will be on higher alert. Cheese and tea theft is still theft.
