    Rank 10 is like an ultra elite. You have to be committed, elite and have all ranks beforehand before you can even get close :P

    If you ask to be elite or commited, you will be ignored and might get demoted.

    You have to be committed and above rank five before you are elite. It's more of a general rank than a specific one. If me or mr-lollypop think your saves are good enough, you're elite.
