People don't say why they downvote you saves because by doing that they would be identifying themselves and risk having you or someone else downvote their saves. Either that or they were to lazy to comment or read the description. Putting a sign with a link to this save labelled 'Leave a comment here' above the vote arrows might be a way to get people to leave their opinions on the save before or after downvoting.
