 I know that.  What I mean is that if HEAC conducts faster that VACU and VENT even though VACU and VENT have a higher heat conductivity (as mentioned by IEATDIRT), then what's the point of having a heat conductivity higher than HEAC?

you can use insulated wires and power them to get it to around 20C, or you can use clones with neutrons and void to get it to around 26C. for heating you can use photons, clone, and void to get to around 900C pretty effectively
