Visual Studio vs Code::Blocks

    VS, because it's free and comprehensable (if a little backward)

    Code::Blocks, because it is a small download and warnings can be hidden. Also, it is open source.

    No they do. It's called Cygwin.

    Also Visual Studio.
    I love all my plugins.

    bs is sh*t it won't open for me and code blocks won't compile cause it can't find sdl/sdl.h

    I've never had a problem with VS.

    I can only assume that you're using Vista/7 and you've got UAC running.
    (It's that thing that's like "OMG ARE YOU SURE YOU WANT TO DO THIS")
