First of all, visual C++ is huge... especially if you have ultimate like I do, therefore meaning it would take a LONG time to upload and a LONG time to download. Longer than downloading and installing yourself.

    Easy
First, go at your friend's computer with an USB device that have at least 10 GB of memory ( Just to be sure it fits even with the crap on it )
Then download it like you would normally download it
Then Copy And Paste the downloaded file to your USB Device

It didn't take that long to download, and it didn't seem that big of a file, but thanks anyways.

I'm going to assume you downloaded the web installer. Download (at the same place you downloaded the web installer) the ISO for Visual Studio and burn it to a CD or mount it with virtual CD software.
