Check out the processes running, maybe there's alot of big processes running, also check the performances tap, and see if it's overloaded
Also is your computer like a shared computer with multiple sessions openned?

That's your problem, you just have too much background applications running. You should kill the ones you don't need ( Sort by Processor )

And Yea also 56.0 have better performances, you would get to 30 FPS
