World War 1 would have been triggered by some other event - international tensions were high at the time. He would probably still be dead by now.

He would probably go on to rule Austria-Hungary and probably come to some sort of agreement with the serbs to end (or at least remidy) Balkan conflict. Then he'll probably do something dumb and get de-throned.
