So let me get this straight. (assuming it isn't an april fools joke) Simon has been inactive for several months now and since he has, the servers for TPT are threatening to go down due to bills not being paid. Does that sound about right? The secondary issue is the fact that since Simon has been MIA, there haven't been any updates to the game since he controls everything. Sounds to me like it would be next to impossible to get everyone to transfer over to the new server that you are talking about @Lockheedmartin since he pretty much has full control over that. So how would that work as far as that goes unless you have a devious plan?

Devs like @Lockheed and @jacob1 can update the game, yes. But no updates the site can be made in Simon's absence.
