Lockheedmartin editing to add stuff at the start, and destroying the entire formatting by accident was the perfect time to finally change some things after a long time.

I moved the modding rules into a separate thread in the modding forum, because they belong there and can be updated to have the latest info.
Renamed save uploading rule 5 to "don't ask for votes" because that is basically what it was saying. Changed it a little.
Rule 6 "don't misuse reports" is now rule 1 of the reporting section.
Added rules 8 and 9 with the rules inside the beta, don't make text only saves, and don't steal saves. These have always been enforced so should be written down.
Added more info on reports, and what you can report for.
Added reporting rule 4 rule 3, don't ask for saves to be removed from the front page.
Changed the text of a lot of other things slightly, much was old, or could have been phrased better, so now is.


Edit: because I don't feel like unlocking, posting, and locking, I made some more changes now. I revised rule 10 (below) to say laggy saves instead of crashing saves. If you find a save that actually crashes the game instead of lags, it can be a good way to show to a developer and get it fixed (still will be removed from fp though).

And I combined reporting rules 1 and 2, which were basically the same exact thing, one was just slightly more specific.
