No, hacking can still get you banned. People pull a lot of nonsense in creative because by default, the server doesn't protect against a lot of hacked items. I place bans on these people. -

Using hacked clients for griefing is extremely damaging and I don't understand your thought process behind using it ... -
(have you heard about saved hotbars? the hacked item you're saying about is possible in vanila minecraft)

I am aware, and that's probably how 99% or all of creative nonsense is done. This doesn't make it ok, griefing is not ok under any circumstances, and the creative server is not your testing ground for nbt-edited items. -
You could try installing an illegal items plugin. I'm not aware of any by name, but I know that they exist.

I used to have one, but during the upgrade to 1.17 it wasn't upgraded in time, so I unloaded it. I could put it back perhaps but it's easy to find people who do stuff like this and ban them.
The plugin had a ton of extra "anti-cheat" features which could bother users, I do prefer the vanilla experience if possible, which works well if everyone behaves and doesn't grief.
