    Take out the Smoke on the floating city, the smoke/vapor blocks the array from hitting the satalite.

    or do both since the blocked side will just keep gaining more water you can add void on that side to take away the water then on the other side just add clne and deco it black then it is equal but the water is still comming out the little drain in the cliff.

    Oh Oh idea! Ok, 2 ideas. You can either put void on one side so it doesn't rise above the other side or put mabye a small waterfall or anything that involves clne that will keep both sides equal in the rising water.
