    @Skater Its because the sun's radiation is VERY far away and mostly fades when it finally reaches earth. And even then the atmosphere weakens the radiation more.

    the Active Denial System does indeed use a 65 GHz transmitter, but microwaves use 2.45 GHz, or 2450000 kHz. 25 kHz is close to the frequency of a PSK US navy signal.
