This is a Terran Collony on a distant planet. The big twist is that this planet does not spin around its Axis, making one side forver frozen and one side forever molten. The collony buildings are on the border of the two sides, a.k.a the habitable zone.

No, it's called a "tidal locked planet" and it rotates, but it doesn't rotate relative to its central stellar object (sun). This is a fairly common thing. While it is quiet rare, there could be a planet, that doesn't have angular momentum at all.
