This happens because ignc has two variables, life and tmp. Life indicates how long the ignc will last before bursting into flame, and the tmp value indicates if it is "activated" or not. If tmp is more than 0, it is deemed "activated" and the ignc will count down its life. In your save, you appear to have replaced coal with ignc. Since coal's default values are 110 life and 50 tmp, all of the ignc are "activated" because the tmp is more than 0.
