    @Tangle10 It would require them to have some sort of FTL technology, otherwise their enemies could run forever in a staggered retreat.

    Personally, I don't think it's possible to have one empire mainly control a large galaxy- or even a small one. It's certainly not possible for more than a couple of million years.
