As for the older saves: They could get in a "Undefined category" "front" page for a while, and then have it removed: It's not like older saves would get in the new pages once sorted, anyways.
Also, the Report system would have to be used to call mods' attention to those saves: they're not omniscient nor have to take the job of searching through all the new saves to see if everything's in order, after all.
2: People would have to put their saves in the category they should be placed into: art, tech, etc., and then a number of saves from which category would be chosen for the category's "fp". Moderators would still have a bit more of work, as they'd have to keep an eye on people who put saves into the wrong categories.
1: There's a "moderators-side" fp with a much bigger number of saves, and they get the task to sort each of them into a category. After that, the server would automatically create a "fp" for each category: 20 (or any other number) of the art saves would be chosen for the art page, the same number of the tech saves would be chosen for the tech page, etc., using the same criteria which is used currently. Sounds like a very inappropriate solution.
While that is a good idea, Travis (different FP categories), I think that it would require extra work from the moderators' side: Currently, I only see two possible ways of doing this:

If I am not mistaken, art is allowed, but to a certain extent. CGI is definitely not allowed, and non-functioning art is appariently discouraged. I personally think that there should be different FP catagories for art, tech, cities, etc. Needless to say, this is a beautiful save, and it is a shame that such art is discouraged. +1
Yeah, wut a bummer .-. If I made my own TPT I would allow art on FP.
