I actually realized how people could think of it as a glitch now, but the_new_powder99999 is right: it happens naturally, but it's not observed because fire particles get random life values inside a specific range: While some are invisible, the each of the others can be either visible fire or smoke. Also, thomasxin is right: I haven't seen elements changing or disappearing due to life countdown only after reaching 0: Sometimes, the rule is that Life < 1 Triggers it, but other times it has to be 1: Radiation in general, for instance, when set to Life 0, remains at Life 0 indefinitely.

Normally, the fire particles all have different life values, this means that smoke can appear from some particles, while others are still visible, which makes it look like the doesn't disappear before turning to smoke. So, not a glitch.
