Ring-ring...ring-ring...Hello? This is Physics calling...a neutron star doesn't emit neutrons. It is MADE OF neutrons, because its gravity is so intense that all its protons and electrons have been forced together and merged (which is why, contrary to some basic physics texts, the mass of a neutron is greater than that of a proton). Owing to this gravity, relatively little radiation, and certainly no matter, can escape.
