Close but not quite right. It isn't the cooling that prevents the explosion, it's the presence of CFLM (whatever its actual temperature). If charged VIBR (with life counting down) is touched by CFLM, it turns blue and reverts to normal state at 0 life. No amount of cooling by other means will have the same result. However, that's a nice little generator there. This has been done a few times, but they're not usually so compact.
