    TheChosenEvilOne, Your statements about ionizing radiation are inaccurate on a fundamental level. Neutrons are not alpha particles and they for sure can not be stopped by a sheet of paper. Neutron radiation is neutron radiation. Control rods are made of materials with a high capture cross section for n's. They absorb neutrons. That's their big thing. Most reactors do not use heavy water (fast reactors do [CANDU et. c]).
