I usually don't downvote, I only do it when a save really deserves it. Otherwise, if it's a "noob" save, I comment telling them how to improve it so that other people don't downvote.

and btw a sign saying something like "comment if you downvote" / "comment why you downvote" is probably against the rules for mentioning votes. I see people downvote only because of signs like this, sometimes.

I have banned people for downvoting before. There are a few select users who were upvoting only maybe 10% of the time, and the rest were downvotes. The ban improved them slightly. some downvoters actually are just haters though, and those are the ones i'm trying to ban. There is no reason to be downvoting so many times. I would suggest either upvoting or just not voting at all. Downvoting might be more OK if it's on a front page save and you don't want it there, otherwise ... please do it less.
