A couple of things I've discovered recently. Tell me if you think you know why the gel floats.

    The fact that BIZR passes through FILT wasn't the glitch, it was that other liquids can get stuck inside FILT.

    I think BIZR should pass through FILT, it is not a glitch. Check the TPT Wiki or Forum
