    All homeless people are to be employed to a business, but this system shall place them in debt to the employer. This employer is able to keep the employee under their control whilst they pay of their debts. This has nothing at all to do with the barbaric practice of slavery, they are merely paying of their debts indefinitely.     I shall give 4 pixels of resources to my people to help them improve their homes and establish businesses. Offer resources to private businesses to help improve themselves for a limited time only. Establish a free trade policy. Begin selling pieces of my city to the businesses for their own development. My government shall still hold ultimate authority over what happens but the businesses will be responsible for production of goods. Set a tax rate on all individuals and private enterprises.
