Don't worry about the deuterium, the game states it is deuterium oxide (aka DO or "heavy water") and not ithium-6 deuteride nor deuterium tritium. DO doesn't react in the real world like it does in TPT, but it isn't a fusion fuel in TPT because it creates no fusion products (heavier elements) when you ignite it. In other words deuterium oxide is meant as an ideal neutron (and proton) multiplier to make it easier for players to start nuclear reactions (or just create lots of neutrons/protons).

Why is there deuterium in the primary core? Deuterium (or lithium-6 deuteride or deuterium tritium) is all you need for an thermonuclear weapon. Also the hydrogen still doesn't fuse. make separate pressurised canisters of hydrogen so the heat will fuse the hydrogen before the titanium melts. Also fission primary cores are egg shaped.
