    I'm just trying to make a emergency shutdown system, where tungsten is used as the moderator, if it melts it dumps the contents of the core, then if the system cools down completely, you can restart it by adding the contents back.

    OK so in the boiler room you can find a turbine, and the purpose of the turbine is to add extra water, since phase conversion in a liquid or gas only wall is inevitable.
