When water is in a vacuum(null pressure) It's boiling point decreases to room temperature. Since the VACU is decreasing the pressure to very low levels, the water boils instantly.

    the boiling point of water in 1 atmosphere of pressure is 100 C. when there is negative pressure, it boils at room temperature. and at high pressures I assume it's boiling point would be much higher.
