On the political axis, being closer makes you more likely to be allied. The tech scale is self-explanitory.

the thing with the upwards downards axis means you need references and probably an extra two or three axes, since its difficult to just clump together insert blank nationalist here and insert blank nationalist 2 here. for example lets say france is all the way downwards. whats upwards? russia? china? someone opposing france would be automatically clumped with whoevers at the top even if theyre equally enemies -
