    This is allot like spent neuclear fuel. Not reactive enough to use in reators but can be reprocessed to put into new fuel or used to make nukes.

    i made a planet that had some plutonium and uranium/a modified uranium that i made, and there was things generating neutrons, but almost no plutonium got fissioned, but if i changed the uranium to plutonium or smthg that lets neut through, it would immediately explode.
