    Here's a full tutorial on how to make water, step 1, grab ice, step 2, get a metal rod, step 3, put the rod on top of ice, step 4, spark the metal rod many times. The spark heats the rod and the ice melts into water. Then the sprk travels through water because it conducts electricity and melts the remaining ice.
