NOTE if you dont respect elec its gonna f you up very fast if not kill bc at 30mA you heart stops and depending (for me 16a fuse) on your fuse its prop over 10 and for ovens aka kitchens over 40amps thats too much,(unless ur lucky and have GFCI than it trips at 30mA bc it senses it somehow)

Assuming you meant microfarads (f) and not millifarads (mf), as a 100mf capacitance at 230v would require a sizeable bank of capacitors, that is still a decent amount of charge and would take over a minute to discharge after being disconected from power.
You really shouldn't be encouraging people to play with mains electricity, especially without explicit warnings of the dangers involved. That 300k resistor will be disipating .18 watts on its own, and 100mf at 230v could absolutely kill someone.
