I feel that for the spirit of what is being done with the micro reactors it doesn't really count unless it boils water and generates electricity. This is just about the spirit of this activity and nothing to do with weather or not it fits thye definition of a reactor.

This by definition is a reactor, if we assume that isoz is atomically heavier than plut, and that the ptnm is the catalyst for it to release energy (and apperently, mass) in the form of phot, then it entirelly fits the bill.
