Its because ninja stars can be conceled very easly. Actually ninja stars where invented by the lower class to rebel. (Their supuriors would not let them have weapons.) But the downside with ninja stars is that they don't provide the 3 inches of penetration to reach vital organs to kill someown. So the lower class used them to wound or criple guards. Epic save. Way more advanced then mine :) -
