Comments do not follow a linear conversation (or at least are not intended to) like a forum thread does, they are supposed to be in reply to the save in question, not other comments. This also keeps comments refreshed (a system where older comments are displayed first would make the first page of comments static and mean taking more effort to find the latest ones.)
