Gimp opens almost every image file, including PPMs.

Any thing easy to use, prefferably free and made for / mainly for / used for GIF's?

it DOES open PPMs, I tried it... I think it can't save them but I didn't try...

Gifsicle is a toolkit for GIFs, it does various things other than making animated ones, but it's only on command-line, it has no GUI, and it can't open PPMs, you have to convert them before using it... So it's better to use Gimp, open all PPMs as layers (File>Open as layers) and then export as animated GIF (File>Save as>GIF>Create an animated GIF)
