You have to include a save id in your report when you are reporting a stolen save.
You can report using the report button next to the favorite and open save button. -
one question about the Idea you had about the reporting stuff:
How is someone supposed to know who stole whose save?

By the date it was saved. The original save's date is earlier than the stolen one.(e.g.if there's a save of a ship that was saved on March 10 and another that's the same save posted on March 21,the latter's stolen)

People typically would see some similarity and do a quick search for the original ID.
