It is the same as sse#, but from what I have gathered, it was to stop people from asking what sse was.
It worked... kind of.
In previous versions, I think the sse was for older processors, so that would be what legacy is. -

Generally speaking the the lower the sse number the older hardware it worked on, if no sse was present it would work on even older. -

I thought that the legacy word means that was the best powder toy version so they call it the legacy. I dont know if it's right or not.
