If you don't know what you're doing
(Requires no framework set-up, allows you to do stuff you'd have to write tons of code for in a web server, allows you to just login and do stuff, a bit less flexible):
http://webs.com/ - A "free website" designer. Allows for pages, HTML and a few services. Not that good.
http://wordpress.com/ - The most flexible free blog software ever. People use this to make beautiful websites and blogs alike. Use this if you want it to be easy and powerful.
http://tumblr.com/ - A social networking blog software. Can do pages and stuff, mostly social networking for introverted people.
http://blogger.com/ - A simple Google blog. Ranks well on Google's PageRank.

If you know what you're doing
(Barebones web hosting, do what the hoster allows you to do, some frameworks to choose from to limit your possibilities):
http://000webhost.com/ - Free 1.5 GB, FTP access only, PHP; 2 MySQL DB's, many rules)
http://x10hosting.com/ - Beautiful interface, free infinite storage, FTP only, PHP +MySQL, needs to login every 30 days)
http://dreamhost.com/ - Paid, works for everyone, VPS, Web hosting with limitless size, no data caps, all sorts of fancy software.
