    Well, one obvious error is that there isn't a closing parentheses on the end of tpt.register_step()...

    EDIT: Also, are you sure tpt.fpscap exists?

    there is no tpt.fpscap. I don't think there is any way to check it either.
    This is also pointless, the default fps cap is like 61, it would only ever go to 10 if you manually set it. This is NOT current fps
