my suggestion is that as an emp plays highly into electromagnetic waves and other ...stuff... have the electrons somehow effected by it 

perhaps have the emp effect the actual electrons directly OR have the emp PRODUCE electrons when it hits some element

(or rather have an element edited so that it produces electrons when struck by the emp)

if they added some kind of code that said (in non coding terms, im not familiar with coding terminology) basically when emp is activated give electrons vx/vy value (insert value here that equals the ratio of the coordinate of the emp to the coordinate of the electrons(slope between em)) so that when an EMP is set off the electrons are repelled from the point of the emp , thereby playing into the name ElectroMagneticPulse
