Bug: PROP dialog shows when clicking border.

    When PROP is selected with the left mouse button, the dialog pops up even if you click outside of the field, in the menu area. This is especially noticeable when clicking one of the display buttons in the top right.

    For example:
    1. Select PROP with left button.
    2. Click the decorations layer D button.

    The dialog will pop up before the decorations layer is toggled.

    Build 132, Windows 7 Pro 64-bit.

    The sign dialog shows this same behavior; clicking in the border with the sign tool selected brings up the dialog.
