Copy Cat Problem [URGENT]

A very urgent copy-catter problem, and not just to my Melbourne save I made (to find it type 'melbourne' on search bar), but I think he is doing it to other people too. I reported 3 or 4 of his copies of my save, and I dont like it. His name is PEc, just to give you much more info, and i'm 50/50 about he is bad. I half think that he didnt mean to be offensive, maybe he is just trying to show what he can do with it like bombs and stuff, but he didnt meet the circumstances like 'like/dislike and comment'. And he cant get away with it because I reported him about (literally, not exagerating) 3 or 4 times on the saves that used my cities. He also kept the description. Could any officials help? Thank you :), this is for the good for everyone not just me :)

I've unpublished saves of his that are direct copies.
Modifications of saves have not been unpublished. -

There's no rule about stolen saves unless it's been changed lately. It's one of those things that'd be impossible to make measures against without making everything worse for everyone. o.o;
Fine to report when people steal -your- stuff, but don't sweat over other people's. -
